is supposed to be

the refuge of weak states

vis-a-vis

strong and bellicose ones

the prevailing anarchy

in the international system

meaning the absence

of a world government

means that

the observance and application

of international law

by states 

is voluntary

a function of a state’s norms

or a result of international pressure

some states brazen it

as rogue states

that put their national interests

uber alles

most are decent citizens

of the international community

it has been the dream of so many

since time immemorial

that right instead 

of might

govern 

relations between 

nations and states.
