this time

is military regimes

in democracies

civilian supremacy

over the armed forces

is the rule

what is that rule’s rationale?

since ancient times

the question that bedeviled

philosophers and statesmen alike

Quis custodiet ipsos custodes?

Who will guard the guardians?

the soldier is a specialist of violence

all others are not

what will prevent armed soldiers

from imposing their will

on unarmed society?

officers and ordinary soldiers

in democracies

are socialized to obey

duly constituted

civilian authority

whose legitimacy is

supposedly based on

electoral mandates

this norm is related

to the notion

that the soldier

is a specialist of arms

who is trained to

accomplish a mission

even to the extent

of killing opposing soldiers

in the process

soldiers were not supposed

to be trained to run

governments

they are not supposed

to run for public office

for partisanship spoils

a military organization
